Project Controls Manager

Combined Cycle Power Generation Project
Contract-to-Hire | Midwest (IL → IN)

A leading EPC organization is seeking an experienced Project Controls Manager to support a large-scale Combined Cycle Power Generation project running through 2029.

This role will begin in the Chicago area for project planning and coordination and will later transition to a full-time site-based position in Indiana once construction mobilizes.


Position Overview

The Project Controls Manager will oversee all project controls functions including cost, scheduling, forecasting, and reporting. This individual will manage a team of cost engineers and schedulers and serve as a key interface with senior leadership and the project owner.

This is a high-visibility leadership role on a long-duration power generation project.


Key Responsibilities

  • Lead and manage the full project controls function (cost & schedule)

  • Oversee a team of project controls professionals (15-20 team members)

  • Develop and maintain integrated project schedules

  • Manage budgeting, forecasting, and cost reporting

  • Implement earned value management (EVM) practices

  • Provide executive-level reporting and presentations

  • Interface directly with the project owner regarding performance and risks

  • Monitor change management, risk mitigation, and progress tracking

  • Ensure EPC reporting standards are maintained


Required Qualifications

  • 10+ years of project controls experience within Combined Cycle or thermal power generation projects

  • 5+ years of leadership experience managing project controls teams

  • Strong background in EPC project environments

  • Experience overseeing both cost control and scheduling functions

  • Proficiency with Primavera P6 and standard project controls systems

  • Ability to work on-site full time


Preferred Qualifications

  • Degree in Engineering, Construction Management, or related field

  • Petrochemical project experience (acceptable alternative industry background)

  • Experience presenting to executive leadership and project owners


Work Structure

  • Initial office-based assignment in the Chicago area

  • Transition to full-time site-based role in Indiana during construction phase

  • Long-term project duration with strong potential for extension or permanent placement
